live stadnards: vertical vs. horizontal

The concept of AsianWordnet and participation of all actors are great.

In retrospect when looking back on a past development of Wordnet-like resources in my case, there were many trial-and-errors. Sometimes it is too early to adopt the already-made resources and sometimes it is lack of the information of the available language resources and tools. In this context, this kind of workshop and information sharing should be more encouraged.
The social impact surrounding AsianWordnet is big enough. The problem is always in how much we have the same symbiotic situation among others. The open policy should be respected but always the funding is on the other side. As Isahara-san said, we need such mechanism and organization as EU and US-NSF. But we don't know how it is possible now. The current approach by voluntarily contributing to AsianWordnet may be the best for a while.

I was impressed by two aspects. From the talk of Piek Vossen, there were many experienced feedback after using ISO undergoing standard spec. According to his presentation, almost all of standards like MAF, SynAF and SemAF are not necessarily useful. His problem was about how to describe all of ambiguities. It seems that his KAF is intended to be focused on the ambiguity representation in all linguistic layers. This is a good feedback about standards that could be just a theoretical result but have few impact on the reality of application. Another dimension of standards is in the vertical line of linguistic processing like "ambiguities". Such integrated view is more persuasive and it should make standard more useful.

I would like to propose a new way of standardization: "standards design". It would be rather easy to make a component-wise (layer-wise) horizontal view of standards like morphological level, syntactic level, semantic level, etc. But it could be useless for some application. It is too narrow or too specific to be applied. It is static. But from the viewpoint of processing, the target should be something like "ambiguity resolution", “word spacing”, etc. That is vertical and dynamic.

"Standards design" could be implemented by the early experimentation of intended undergoing standards to the possible users (like AsianWordnet participants). If each government has a fund to support such standard adaptation, we can accomplish a virtual network of EU and NSF funding by using each country's funding. For this, on-line web collaboration should be more supported. It may be naive view of collaboration but it is worthwhile to trying to do.

I would like to make it possible in ISO/TC37/SC4 for the right way to make useful standards by being simultaneously engineered with prototype and experimentation in each language.
